In the preliminaries, Plato has been trying to define justice by discussing 'from large to small', first state-wise and then individual.
He follows the line of discussing origins. Origin of communities and of the justice within.

...we have different natural aptitudes, which fit us for different jobs...
These quite clearly suggest the notions of specialization and labor division.
Then there are imports, foreign exchange (merchants), currency, producer-retailer-consumer chain, and employment (wage-earners).
The dialogue was then distracted to the formation of a state of luxuries which Plato considered abnormal, although justice was brought up once as originating from the relationships in the necessary social activities of a community.
