What the signing of treaties did, before the Westphalian system actually replaced the Asian systems we present in this book, was to produce first Qing “China” and later Korea and Vietnam and eventually Tibet and Mongolia as diplomatic subjects purportedly acting in their own interests in partnership with the European states with which they entered into agreements.
