We want to encourage projects on which investment, schedule, and feature decisions are periodically reassessed. A project that delivers all features on the initial plan is not necessarily a success. The product’s users and customer would probably not be satisfied if wonderful new feature ideas had been rejected in favor of mediocre ones simply because the mediocre features were in the initial plan.
