According to "Principles of Economics", we all react to incentives, and then make decisions. What incentives can be created does not always follow policymaker's intention. Thus, those who have the power to produce incentives should focus on anticipating any possible longer-term results.
The more we have, the more we want. The desire, deliberately and helplessly unlimited by humankind, creates the feeling of scarcity. What do we virtually need? Is the need already far exceed what we want?
Choosing how and how much of each resource should be allocated brings risks for the worse options their potentially inefficient and even adverse consequences. The fear for the wrong choice makes economics more challenging.
