What was required of Ratwatte was that he communicate , and communicate not just in the sense of issuing commands but also in the sense of encouraging and cajoling and calming and negotiating and sharing information in the clearest and most transparent manner possible. 
It reminds me of my current director, she always honestly and sincerely and fearlessly speaks out the trouble that she is facing during the work, sharing the burden with surrounding as a way of releasing herself while unintentionally and organically building the trust. Besides she would ask for others for suggestions regardless you are in a lower or higher position.
