反联邦党人看到了美国立国的机会（跟联邦党人一样），但相对于联邦党人，反联邦党人是持有怀疑的态度，且有相当的怀疑理由。翻译有问题的这句话 大体上意思是，这个 “立国机会”（比如可以重新再变更宪法），是不能被抓住或者说要冒很大的风险（risk everything）才能被抓住 ——意思是存在有高度的风险性，因此反联邦党人不主张激进地变更《邦联条例》。 从历史上看，国家主义者（Hamilton Madison）等的确尝试冒险去抓了这个机会，而且确实做了大量的工作+美利坚的机运 才没有引发更大的危机。
