Josh Blackman and Shelly Baird have named this phenomenon the “shooting cycle.” This cycle takes place whenever a mass shooting or national tragedy involving firearms occurs. Strict firearm controls initially receive the support of the general public, but after enough time elapses public support becomes less enthusiastic, and the cycle of outrage, action, and reaction eventually fades away.
作者说这个shooting cycle忽略的两点。在大规模枪击案出现后，一，支持Gun-rights的人也会随之站出来，批评当前的枪支管控政策实际上根本不能禁绝枪击，所以，The only thing that stops a bad guy with a gun is a good guy with a gun. 二，枪支的购买量也在上升。
话说回来，这个作者基本立场是反对gun-rights的，在Intro他所证明的一点是：
Even more telling was the fact that not one eighteenth-century legal commentator or one eighteenth-century legal case used the term “bear arms” or any variant of the terms to describe the act of carrying arms or using arms in the act of self-defense. These findings led me to conclude that the Second Amendment was neither legally intended nor legally understood by the Founding Fathers as protecting a right to armed individual self-defense. Rather, the Second Amendment was intimately tied to service in a well-regulated militia, and the political history surrounding the militia, particularly from the late eighteenth century to the early nineteenth century, further supported this conclusion.
