在第四部里，福山将检验其他形式的“Struggle for recognition”，例如宗教与民族主义。福山认为这两种意识形态都不如“民_主控”理智，因为它们是建立在“arbitrary distinction between the sacred and the profane, or between human social groups”之基础上的。但是这种"非理智"也不一定是民_主之阻碍，福山举例说，在东西文化里，工作并非都是完全的经济行为，勤劳也是一种”美德“；而对民_主的热爱（例如美国人的爱国心），对于自由事业也不可或缺。我个人理解，其中关键是要把 小团体之信仰 与尊重他者信仰权利 联结起来，则可顺利完成后起国家在意识形态上之转换。
在国际政治上，”struggle for recognition“则更行其道，其引申出的”权力政治“则统治国际舞台千年。而普遍民_主达成后，国家间的宣战动机将被大大移除。值得注意的是，福山判断东欧的民族主义将会资助反G运动，而实际结果，如我们所知，是喜忧参半的（捷克与俄国）。
