Attribution refers to two concepts:
1. Statements are attributed to the person making them.
2. Information about the events not witnessed by the reporter is attributed to the source of the information.

On the record: quotable, attributable, by name and titile
On background: quotable, cannot be attributed by name or title
On deep background: usable but not in direct quotation and not for attribution
