究竟饥荒来临时谁更可能被饿死，sen提出以entitlement approach代替笼统的FAD，去思考层层紧扣的权力关系而不是大体地看看每个人名义上可能拥有的人均食物量够不够。食物的分配，尤其是“困难时期”，应该是拨开一个社会的社会结构的最佳切入点了。
