Senior Judges from around the world are gathering in Mega-City One to negotiate a global extradition treaty. Judge Dredd is put in charge of security, a task not made easier by the delegates having full diplomatic immunity as well as the criminal underground who will do anything to stop him; setting the stage for a devastating new weapon is about to be unleashed on the city.
