who has a significant influence over the creation or maintenance of the site? it is a sufficiently common erro to neglect some powerful user ( a bank, a regulatory agency)until too late ,only to have unwanted changes imposed at the last moment, it is a very common error to neglect the seemingly less powerful groups who willmaintain the site: the janitors, managers, gardeners, and repairmen. only if their needs are considered - indeed onlt if their active support is enlisted - will the site be successsful in use. 

i make these common errors ,too. The urban design client is complicated, something should be sacrificed, and have a clear hierarchy of the clients according to the design area situation.
